INKSTER, Mich. - A complaint filed against the City of Inkster, Mayor Byron H. Nolen, Buccilli Group LLC, and Carolyn Taylor Wilson, accuses the mayor of attempting to extort a homebuilder and subjecting her to severe sexual harassment.

The 126-page complaint was filed on behalf of Annapolis Pointe, an Inkster homebuilding company owned by ShaWanna Gajewski. The suit alleges racial discrimination, severe sexual harassment, unconstitutional economic extortion and retaliatory breach of contract.

The lawsuit claims a continuous pattern of sexual harassment by Nolen. In one cited example from May 2025, the complaint refers to a text message in which Gajewski said the mayor told her,  Don't tell your husband. 

According to the filing, the text from Nolen started with him saying  What is your friends name that I spoke to about building me a house? 

Gajewski responded  Hello Mayor! How are you? I'm fine thanks for asking. Michael Griffin.

The mayor responded back  I knew you were fine lol. Don't tell your husband. 

In another instance noted in the filing, at a groundbreaking event, someone remarked that Gajewski  gets dirty and does the work.  The lawsuit said Nolen replied,  Oh, I didn't know Shawanna got her knees dirty.  The complaint alleges the remark was an intentional sexual innuendo, implying she secured municipal contracts through sexual acts.

On the allegation of extortion, the complaint said Nolen wanted Gajewski to build a home for him and his wife. Gajewski declined  to avoid an unethical conflict of interest, instead offering external resources.  The filing said Nolen later reached a deal with one of Gawjeski's independent subcontractors.

When that arrangement fell through, the lawsuit alleges, Nolen sent an email to the subcontractor and Gajewski, where the last few sentences read:

 The short version of this is I want a full refund of my $5,000 retainer asap within five business days. If not received this will affect all of the business you, and your associates have within the city of Inkster. I will not be taken advantage of, on some BS. I am not that guy.
